He graduated at The "Politehnica" University of Bucharest in February 2005 with a Diploma Thesis on the subject of service triggering in IMS, with a practical prototype implementation. During the 5-year study at The Faculty of Automatic Control and Computers he followed the Computer Engineering program on base software, compilers and computer networks.


Between 1999 and 2004, he gained valuable hands-on experience as a full-time employee at various national ISP and Telecom Operators. During this period he acted as software analyst/developer as well as project development leader in various projects for network monitoring, provisioning, management, billing and VoIP deployments.

During 2004 he worked on his Diploma Thesis at Fraunhofer FOKUS (www.fokus.fraunhofer.de), which represented the first milestone of The Open IMS Playground (www.open-ims.org).

Since 2005 he is employed as a Scientific Researcher as the same institute, where he continued his work into the Open Source IMS Project (www.openimscore.org), as well into feasibility and performance studies on NGN architectures.

Since 2009 he has taken the leading role in the Reliable Network Infrastructures, which has the main target of providing solid, scalable and efficient core network infrastructure for Next Generation Fixed and Mobile Networks. As a senior researcher, he is leading a team of more than 10 scientists and students, which have continued the legacy of the OpenIMSCore, with a similar project, the Open Evolved Packet Core (www.openepc.net).

Currently he is working on his PhD study in the area of NGN testbeds and core networks, with special interests in prototyping, open source in telecommunications, performance benchmarking and interoperability. He is a published author and a member of various NGN, IMS and EPC working groups, actively participating in the standardization process.


PhD Study: "Open Source in NGN Telecommunication Test-beds – An iterative approach at running self-sustained open source projects as powerful NGN R&D infrastructure"

In the last decade, the Telecom world has taken a turn from the use of own domain proprietary technologies, towards unification with the Internet world concepts and technologies. This started as a prominent migration of the telephony services from legacy architectures to Voice-over-IP concepts and continues to date with the deep architectural migration of existing 2nd and 3rd Generation Radio Access Networks (GPRS/UMTS) to all-IP platforms, a Packet-Switched-only IP-based 4th Generation system (LTE) and even the acceptance of Internet world established wireless access solutions. The introduction of this Next Generation Network, besides the technical aspects, represents also a clash of standardization patterns, slowing down its adoption and deployment.

The motivation of the thesis is represented by the stringent requirement for the acceleration of NGN technologies adoption. From this arises the need for an open, extensible R&D infrastructure as a solution to the relatively slow convergence of the Telecom standards in an IP world. Open Source then has proven itself as an effective platform on all levels and domains, capable of providing solid platforms. The present thesis aims to formalize and present the process of establishing, running and exploiting Open Source projects in the NGN domain, towards satisfying the R&D infrastructural requirements. The thesis can then also serve as a blueprint for building innovation bridges between the academia and the industry through open source software. The model presented is financially self-sustainable and is iteratively improved.

The author has successfully driven the Open Source IP Multimedia Subsystem Core project (www.openimscore.org) through its life cycle. With lessons learned, a second project has been established, the Open Evolved Packet Core (www.openepc.net), with significantly higher resource investments, larger footprint and higher targets. The content gathered through 7 years of work in the field of Next Generation Networks contains a significant amount of insight into the evolution of current telecommunication networks towards the Next Generation Networks and Future Internet Services.


Besides several industry projects on NGN research, Dragos is currently working on several academic research projects. If you are interested in participating or if you are an AV student looking for a nice project that will provide you with C/Java hands-on experience, the best NGN components insight as well as work experience into internationally recognized Open Source projects, while also gaining university credit for your work, do not hesitate to contact him directly. The range of implemented prototypes by the team members span over the entire fixed and mobile network architectures, such that you will not only specialize into a field of high potential and demand, but you will also gain a good overall view on how the telecommunication core networks work. He is regularly guiding several students for AV projects as well as for Master Theses.
